Position: Appraiser, Personal Property
Department: Peach County Tax Assessor’s Office
Starting Salary: $17.00/hour ($35,353 Annually)
Grade: 12
Step: 1
Schedule: M-F
Appraises personal property for tax billing purposes; locates business assets, farm equipment, marine equipment, and aircraft for appraisals; travels throughout County to conduct site inspections; gathers and records data; research data used for assessments; applies and interprets state and local laws pertaining to property assessments and appraisals; appraises fair market value of taxable personal property.
Prepares and processes tax assessment documentation; notifies owner of assessed value; and enters assessment information into department records. This includes compiling data on automobile returns, processing all timber returns, mailing public utility assessment notices from the state, and reviewing the monthly sales returns from the heavy-duty equipment dealers in accordance to state guidelines.
Responds to questions and/or complaints regarding assessed values; defends appraisal values to Board of Assessors and Board of Equalization; modifies appraisals as appropriate.
Prepares and distributes personal property reporting forms; audits personal property records; interprets returns using various pricing and valuation methods; correlates reported values with fair market values; research discrepancies in information.
Maintains listing, assessment, and appraisal information on personal property within the County; updates and maintains department assessment records and files and databases; and enters and retrieves data from automated information systems; and generates computerized reports.
Conducts continual investigations to discover non-reporting situations, and reviews business license records, financial statements, phone books, boat listings, aircraft listings and other records for discovery.
Assists with department administrative functions; assists with preparing and distributing personal property and tax assessment notices; and verifies personal property values, account numbers of tax codes and districts to assist in preparing the County’s tax digest.
Provides customer service to property owners, County citizens and the public; provides information regarding assessment programs, procedures, and services; explains policies, and procedures; and responds to and resolves complaints concerning tax appraisals and bills.
Maintains inventory of personal property report forms, initiates requests for additional forms, materials, and supplies.
Answers telephones, assists the public regarding the department services and procedures; refers callers to other staff members as appropriate; and takes messages.
Operates a personal computer, telephones, copiers, and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software; and operates a motor vehicle to travel to and from appraisal sites.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
MINIMUM QUALIFICATIONS
High school diploma or GED; with additional vocational/technical training in property appraisal; supplemented by up to two (2) years’ experience in property appraisal work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid Georgia Motor Vehicle Driver’s License and the Appraiser II Certification from the Georgia Department of Revenue Local Government Services.

Physical Ability: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions.
